Virginia Military Survivors and Dependents Education Program (VMSDEP)This Commonwealth of Virginia benefit waives the cost of tuition at public colleges and universities and also provides a book stipend. Apply now.
Apply for veteran education benefits at ebenefits.va.gov. After you click "submit," a pop-up confirmation message should appear. Additionally, an e-mail stating the same will be sent to the e-mail address you entered during the application process. Send a copy of the applicable confirmation e-mail and/or message to the Brightpoint MVEO on either campus or forward the confirmation e-mail to: veterans@brightpoint.edu.
Active duty members may transfer their Post 9/11 GI Bill to their spouse or dependents if certain conditions are met.

To transfer the benefit:
Use your CAC card, DoD Self-Service Logon, or DFAS pin (myPay) to log on to the DoD Transfer of Education Benefits (TEB) web application. Print a copy of the screen once the status says "approved," and bring a copy to the MVEO.
Once the transfer of benefit is approved, family members must apply to use the transferred benefit by completing VA FORM 22-1990e with the Department of Veterans Affairs using VONAPP. At the end of the online application process, click "submit." A pop-up confirmation message should appear. Additionally, an e-mail stating the same will be sent to the e-mail address you entered during the application process. Bring a paper copy of the applicable confirmation e-mail and/or message to the MVEO on either campus or forward the confirmation e-mail to: veterans@brightpoint.edu.
The active-duty service member meeting the requirements outlined in the Fact Sheet on Transferability (link above), may transfer up to 36 months of benefits. Members can only transfer benefits to their dependents while on active duty. Service members may modify or delete the transfer at any time. - Meet with an advisor in the Advising Center and visit the Admissions and Records Office. Bring the following items:
- Current Military Orders
- Proof of residency (item of mail with name and local address if residing off-base)
- Military ID Card - Students can transfer credits to Brightpoint in four different ways:
- Receiving credit for coursework taken at other regionally accredited colleges and universities
- Achieving acceptable scores on standardized tests and examinations
- Receiving credit for courses and training completed in the military, criminal justice academies, technology certification programs, and health services certification programs
- Submitting documentation for life experiences deemed equivalent to college courses. - Attend an orientation session. Visit the orientation page for information about upcoming sessions or to access our fully online orientation.
- Meet with a MVEO Counselor. Bring a copy of:
-Your DD 214 (Member-4 copy)
-A completed/printed application for benefits (VA Form 22-1990, VA Form 22-5490, or applicable form)
-The Certificate of Eligibility (VA mails this to you after you have applied for benefits) - Select your classes and register through the Student Information System in myBrightpoint.
- Pay tuition and fees no later than due date.
Ensure you are informed and aware of payment information/options by visiting the MVEO on either campus before making payments. - Meet with a MVEO Counselor to get your classes "Certified" (i.e., to activate your benefits).
- Ensure your enrollment (classes) are requirements of your degree. To assist you in selecting classes, view your advisement report.
- Bring any items from step 7 that you have not brought in to your MVEO counselor.
You must inform your MVEO Counselor (School Certifying Official) if you:
- Change your enrollment in any manner (drop/add/withdraw)
- Change your major
Failure to do this may result in under payment or over payment of benefits, which will cause a debt to Brightpoint and/or the VA.

Each semester, you must inform the MVEO that you are enrolled in classes and you want to use your VA Educational Benefit(s).
- Meet with your academic advisor.
- Students may also apply for federal aid by completing the Free Application for Federal Student Aid. Brightpoint's school code is 004004.
- Select your classes and register through the Student Information System (SIS) in myBrightpoint. Remember, the VA only pays for classes that apply to your program of study.

Get your classes “Certified” to activate your benefits. There are two ways to do this:

Meet with a MVEO Counselor.

Or, request certification through the Enrollment Certification Request Form. To access the form, log in to myBrightpoint. (link opens in new tab) Click on the “SIS” tile. In SIS, click on “Student Records eForms.” On the left, click the tab for “Military Benefit Certify eForm.” Fill out the information to the best of your knowledge. If you would like to save your progress and come back later, click “Save.” If you are finished, click the “Submit” button. If there are any issues with your form, an error message will pop up when you click “Submit.” You must correct all errors. Your classes will not be certified until your form is successfully completed.

- Pay any tuition and fees not covered (paid for) through VA benefits or financial aid by the payment deadline listed.
VMSDEP (War Orphan) recipients should bring a copy of their approval letter to the Financial Services Office prior to each term.
Chapters 30, 1606, and 1607 only, MUST verify your enrollment monthly at W.A.V.E. or 877-838-2278.
VocRehab - Chapter 31 Veterans must provide a VA FORM 28-1905 from your Vocational Rehabilitation Case Manager for current term as per guidance from your Case Manager.
Students having attended and used their VA Benefits at another school, must submit a “Change of Program/Place of Training” Form (VA FORM 22-5495 for Ch. 35- DEA) OR (VA FORM 22-1995- all other chapters).

- Establish a Department of Defense Self-Service Logon account.
- Visit the My Career Advancement Account Scholarship Spouse Portal and provide the required Spouse Profile information. For assistance with this step, please contact Military OneSource at 800-342-9647 to speak to a Career Coach.
- Establish a MyICP (My Individual Career Plan) with the Spouse Education and Career Opportunities program.
- Create Goal and Education & Training Plan.
- Meet with an an advisor and visit the Admissions and Records Office. Bring the following items:
-Your sponsor’s current military orders
-Proof of Virginia residency (item of mail with name and local address if residing off-base)
-Military ID Card
- Have any previous college credits evaluated for transfer to Brightpoint.

Family Member Benefits
Brightpoint offers in-state tuition rates to the spouses or dependent children of active-duty service members assigned to a permanent duty station in Virginia. To qualify, military spouses and dependent children must present the following:
- proof (e.g., military orders) of spouse’s active-duty status and permanent duty assignment in Virginia,
- verification of military member and dependent’s residence in Virginia (e.g., driver’s license, or any number of ways of demonstrating residency in Virginia, such as a copy of a utility bill, a lease, etc.), and
- dependent military ID card.
The above documentation must be presented to the Admissions and Records Office. All documentation must be presented on/before the first day of classes for the semester in which you plan to enroll.

Chapter 35: Survivors and Dependents Educational Assistance
Chapter 35 provides education benefits to sons, daughters, spouses or surviving spouses of a veteran who:
- died on active duty,
- was released from active duty due to a service-connected disability,
- was permanently and totally disabled,
- was missing in action,
- was a prisoner of war, or
- was detained by a foreign government while on or in line of duty.
Virginia Military Survivors and Dependents Education Program
The Virginia Military Survivors and Dependents Education Program (VMSDEP) provides education benefits to spouses and children of military service members killed, missing in action, taken prisoner or who became at least 90 percent disabled as a result of military service in an armed conflict. This Commonwealth of Virginia program waives the cost of tuition at public colleges and universities and also provides a book stipend.

Military Career Advancement Accounts
The Military Spouse Career Advancement Accounts Program (MyCAA), helps military spouses pursue licenses, certificates, certifications or associate degrees (excluding Associate degrees in general studies, liberal arts and interdisciplinary studies that do not have a concentration) necessary for gainful employment in high-demand, high-growth, portable career fields and occupations. Portable careers are those likely to provide job opportunities in locations where military service members are stationed.
Steps to Use MyCAA
Meet with an advisor in the Advising Center
Apply for MyCAA. After your eligibility for the program is verified, you will be asked to create a MyCAA account.
